In recent years, Kaizhou District has conscientiously implemented the important instructions of General Secretary Xi Jinping's inspection of Chongqing, shouldered new cultural missions, upheld integrity and innovation, adhered to the five major integrations, leveraged the unique resource advantages of Hanfeng Lake, and aimed to build the water sports capital of the western region. Through cultural and sports tourism, sports tourism, and tourism promotion, significant achievements have been made in promoting the integration of culture, sports, and tourism. From January to October this year, the added value of the cultural industry in the entire region increased by 14.1%. Key A-level tourist attractions received a total of 8.2 million visitors, a year-on-year increase of 35%. The comprehensive tourism revenue was 5.33 billion yuan, a year-on-year increase of 21%, driving various types of consumption of 32.35 billion yuan, a year-on-year increase of 6.2%, ranking third in the city in terms of growth rate. Hanfeng Lake was approved as one of the first (the only) national water national leisure and sports center pilot units in the country and a demonstration base for sports tourism in Sichuan and Chongqing.


Adhere to the integration of government and market, explore new mechanisms for development


The government plans and guides the development of a "2+N" planning system, guiding the integration and integrated promotion of urban construction, tourism development, and cultural and sports undertakings. Introduce 7 support measures, including accommodation facilities and comprehensive tourism, to promote the joint construction and sharing of various entities. Market entities participated, introducing private investment of over 1.4 billion yuan, cultivating more than 400 tourism operators around the lake, net increase of 1200 cultural enterprises under the planned scale, creating 2 characteristic cultural and tourism streets such as Kaizhou Ancient City and medicinal and food homology, and cultivating 25 star rated tourism hotels and characteristic homestays. Government enterprise cooperation operation, establishment of an integrated state-owned platform company for investment, construction and operation - Hushan Investment Group, exploring the implementation of "government department cultural output+state-owned enterprise investment and construction+private enterprise cooperation operation" and other sports and tourism project operation models, cultivating 3 4A level scenic spots and 1 3A level scenic spot.


Adhere to the integration of protection and utilization, and open up new ways of transformation


By strictly protecting and promoting utilization, we will carry out the fourth national survey of cultural relics, initiate the renovation project of Pinglang Arrow Tower and Qilitan Corridor Bridge, and complete the digital protection and display of precious cultural relics in Kaizhou Museum. The PPP project for comprehensive management of the Hanfeng Lake water environment has been implemented, and its water quality remains above Class II for most months. The implementation of the ecological protection and restoration project for mountains, waters, forests, fields, lakes, grasses, and sands in the Wuyang Island area has won the Excellence Award of the 2022 Asia Pacific Landscape Design Award, becoming the first outstanding case in Chongqing to be selected as a national beautiful river and lake. The promotion of bird habitats, forests, ponds, and ecological conservation in four stages has attracted more than 20 species of national first and second level protected animals, such as Chinese mermaids and green headed ducks. Promote protection through orderly utilization, optimize the spatial layout of "one lake, two areas, three rings, and four clusters", delineate four level intensity construction zones according to functional positioning, and strictly control the development scope and utilization intensity. Develop a "map" for water sports in public waters, and implement coordinated management of various types of ships, sports carriers, amusement facilities, and sports activities in the lake.


Adhere to the integration of culture, sports and tourism, and stimulate new consumption vitality


Through cultural and cultural tourism, showcasing cultural heritage, promoting public cultural services and facilities into scenic areas, building intangible cultural heritage blocks, and creating Bashu cultural relay stations. Comrade Liu Bocheng Memorial Hall and former residence have been newly renovated and exhibited, with an average annual increase of 50% in tourists. They have been selected as a national level tourist route for the Yangtze River Red Gene Inheritance Tour by the Ministry of Culture and Tourism. Integration of sports and tourism, integration of industry and education, adherence to professional guidance, and public participation. A total of 22 national events and 18 domestic brand events have been held, with over 70000 participants. Hanfeng Lake receives an average of 4 million tourists annually. We jointly promote the "North Boat South Training" project for rowing teams with Yingkou and Fushun in Liaoning, establish an event rating center with Rizhao in Shandong, and jointly build a "Youth Training Base" for rowing, kayaking, and paddleboarding with Three Gorges College in Chongqing. Over 500 professional water athletes from various fields receive training at Hanfeng Lake every year. To promote tourism and benefit the people through competition, and to encourage all cultural and sports facilities around the lake to be open to the public for free. We have launched 12 water sports experience projects such as kayaking and paddleboarding around Hanfeng Lake, as well as 8 water amusement projects such as painting boats, Hanfeng ink shows, bird watching and learning. We have also organized over 150 mass cultural and sports events, benefiting 2 million people and generating an average annual tourism revenue of over 500 million yuan.


Adhere to the integration of scenic spots and urban areas, and enhance new investment performance


According to the concept of "scenic spots are urban areas, and urban areas are also scenic spots", we will improve the overall planning of national land space, detailed urban planning, special urban planning, and urban design guidelines. Based on the unique landscape of Hanfeng Lake with a water area of 15 square kilometers and a perennial water level of over 170 meters, we will form a beautiful picture of "lakes in the city, cities in the mountains, and people in the mountains and waters". Promote functional integration, implement projects such as urban road network connection, pilot pipe gallery construction, historical and cultural excavation, landscape lighting and beautification, and promote the integration of cultural and sports infrastructure with urban infrastructure. Promote the integration of business formats, build the longest waterfront line in the city, with a total area of 2.6 million square meters, and establish an ecological lakeside sports and leisure park. Connect three 4A level scenic spots, one 3A level scenic spot, 180 food experience stores, and more than 50 cultural and entertainment venues by the lake, forming a one-stop and diversified consumption scene. As of now, the cumulative scale of nighttime economic consumption around the lake has reached 8.5 billion yuan, and it has successfully been rated as a city level nighttime cultural and tourism consumption cluster area. Promote management integration, establish the Hanfeng Lake Tourism Resort Management Center, integrate the functions of urban management, tourism safety, transportation, emergency response and other departments, streamline various approval procedures, and effectively improve management level and approval efficiency.


Adhere to the integration of one domain and regions, and build a new development pattern


We jointly promoted four cross regional tourism routes, including Pakistan culture, red culture, Gaoxia Pinghu, and rural tourism, together with Wanzhou, Dazhou, and Yunyang, and held more than 20 events, including the "Wanda Kaiyun" Loong Boat Invitational Tournament and the "Wanda Kaiyun" Open Water Swimming. Wanzhou and Kaizhou rural tourism and vacation trips have been selected from 113 high-quality rural tourism routes by the Ministry of Culture and Tourism. Marketing resonance, coordinated the hosting of more than 30 cultural and tourism activities such as the Great Three Gorges Great Qinba Cultural Tourism Expo and the High Quality Development Seminar of the Resort, and the "Wanda Open Cloud" four place joint celebration of the "July 1st" cultural and tourism performance. Market sharing has led to the establishment of the "Great Three Gorges · Daba Mountain Cultural Tourism Development Alliance" in collaboration with 14 cities and counties in northeastern Chongqing, northeastern Sichuan, and northeastern Sichuan. This alliance strengthens cooperation among libraries, cultural centers, museums, tourism associations, and other organizations, and launches 15 connecting packages to promote mutual gift giving and ticket exemption for customers. In the past three years, Kaizhou has received a total of 1.68 million tourists from Sichuan.
