In recent years, our district has been deeply implementing the concept of a people's city, focusing on the positioning of a "landscape park city", continuously improving the ecological livability level of the city, creating a beautiful environment of "seeing the scenery through the window and entering the park", upgrading and strengthening the building economy, continuously improving the municipal functions, optimizing the living environment, and widely applying the "smart city". This allows citizens to enjoy the livelihood benefits brought by urban development at their doorstep.

In early winter, strolling through the city of Kaizhou, the scenery is just right. The undulating mountains, towering buildings, colorful forests, and clear Hanfeng Lake, like a mirror... These picturesque paintings showcase the unique charm of a "landscape park city".

Quality is a symbol of urban development, which concerns the quality of life for thousands of households. In recent years, with the development of the economy and society, the people hope to live in cities with stronger functions, more complete facilities, and more beautiful environments.

Our district is guided by the principle of "evaluating heroes based on actual achievements" and carries out a special action of party building to lead the implementation and competition of actual achievements. We benchmark against "885" and increase the number of tracks to evaluate the total score, demonstration, and warning rankings, forming a closed-loop process of "top-down" connection between districts, towns, and streets, "numerical and practical" connection of indicator transformation, and "demonstration and examination" connection of result application.

In order to meet the new requirements and expectations of the people, our district adheres to the principle of minimizing granularity and maximizing visualization. We have quantified and refined the target tasks, and enlarged them layer by layer. We have formulated and implemented 362 items in the "Four Major" list and 478 items in the "Five One Batch", striving to form a batch of distinctive and influential landmark achievements.

The reform of the urban comprehensive governance system and mechanism in the context of "comprehensive integration" involves various aspects and fields of urban economic and social development. In order to accelerate the construction of the "comprehensive integration" system and mechanism, our district has established a high-level district urban operation and governance committee led by the main leaders of the district committee and government, to study and draft work rules and improve the closed-loop work system of urban governance.

Deepen the reform of urban construction, operation, and governance system, implement market-oriented operation in seven aspects, including the removal of urban household waste (including food and kitchen waste), franchise operation of household waste treatment, management of some urban parks, maintenance and management of box type substations, daily management and maintenance of urban tunnels, energy-saving transformation of urban street lights LED, and intelligent parking construction, to achieve synchronous improvement of urban management economic benefits, social benefits, and urban quality.

With the gathering of urban population and the continuous expansion of urban scale, it is inevitable that new communities and old villages will intermingle, and the infrastructure configuration in new urban areas will be unbalanced. Our district has clarified the transfer path of the current construction and management status, established and improved the linkage mechanism between the planning, construction, and management departments of municipal facility projects, clarified the transfer principles, improved information, and related requirements for subsequent management, and solved the remaining problems of completed municipal projects.

In addition, our district has accelerated the "comprehensive integration" of administrative law enforcement throughout the district, with the first batch of 315 items transferred in place and a comprehensive rate of 62%. 17 units with 297 personnel have been highly integrated with the law enforcement teams of townships and streets through deployment, package sharing, and other means, accurately empowering the "big vehicles" to reduce their burden and accurately sinking to empower the "small horses".

In early winter, Hanfeng Lake is dotted with rippling water waves, graceful waterbirds, and colorful forests. Citizens who love sports can enjoy the joy of cycling or running among the green mountains and clear waters.

In order to refine the construction of the city and create a happy city that is livable, business friendly, and tourist friendly, our district has built a new urban park of 600000 square meters, with a green space ratio of 39.3% in the built-up area and a per capita park area of 12.9 square meters. Dismantle over 4500 problematic outdoor advertisements and signs, and ban over 1200 illegal LED display screens. We have investigated and dealt with 116700 square meters of illegal construction, gradually achieving the goal of zero tolerance for new additions and net reduction of existing illegal buildings.

"Chinese path to modernization is the key to people's livelihood." "One thing that the Party Central Committee is very concerned about is to transform old residential areas." To implement these requirements in action, our district implemented three pilot demonstration projects for urban renewal, and transformed 236 old residential areas, benefiting 57400 residents. More than 3200 parking spaces have been newly built and renovated in old residential areas, and more than 3000 shared parking spaces have been provided for government agencies, enterprises, and institutions. The project of benefiting the people's livelihood meets "more needs".

In the past three years, the urban scale has increased from "Double 41" to "Double 50", and the urban spatial pattern of "One Heart, Two Belts" has taken shape. Urban transportation has achieved smooth east-west flow, north-south connectivity, and lake connectivity, showcasing the unique charm of the "landscape park city".

Digitization empowers urban governance, and urban renewal presses the 'accelerator button'. In order to achieve smooth connectivity at the municipal level, our district has fully undertaken 8 major sections, 68 runways, 249 sub runways at the municipal level, and accurately planned 104 special sub runways; Undertook 53 major applications at the municipal level, with a completion rate of 93%, processed over 22000 items, and achieved a 100% on-time processing rate.

Our district has cataloged and collected over 40 million pieces of public data in 3457 categories, with 329000 pieces of perceived resource access in 28 categories, all of which are among the top in the city. The relevant person in charge of the district's urban management bureau introduced that our district has completed the display and grading annotation of 4044 risk point maps, forming a "resilient and safe urban governance map"; 628 templates for handling high-frequency incidents were created, and 57 intelligent contingency plans were formed through configuration and integration, promoting the basic formation of a closed-loop handling mechanism for incidents.

Our district has innovatively enhanced the brand of "Mingde Shuai Township" and won 82 city level honors such as "Chongqing Good Person". We have also been awarded the first batch of 8 "Chongqing New Era Civilization Practice Demonstration Stations", continuously promoting the power of role models and sowing the seeds of civilization.

In order to win the "tough battle" of forest fire prevention, flood control and drought resistance, and power supply guarantee, our district has implemented a prevention and control responsibility system such as "one chief and three personnel" for forest fire prevention, "three responsible persons" for flood control and drought resistance, and "four grids" for geological disaster monitoring and prevention.

To ensure the safe operation of "water, electricity, gas, communication, road, bridge and tunnel", our district has built a comprehensive pipe gallery of 6.1 kilometers, reduced the leakage rate of the water supply network from 31.8% to 11.9%, eliminated 100% of urban waterlogging points, and occupied 52.2% of sponge city area; 61 kilometers of various roads, bridges, tunnels and other structural facilities should be inspected and repaired.
