On November 22nd, the District Urban Governance Committee held its first meeting. Pu Binbin, Secretary of the District Committee and Director of the District Urban Governance Committee, presided over the meeting and delivered a speech. He emphasized the need to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, the Third Plenary Session of the 20th Central Committee, and General Secretary Xi Jinping's important discourse on urban work, fully implement the important instructions of General Secretary Xi Jinping's inspection of Chongqing, conscientiously implement the arrangements and deployments of the first meeting of the Municipal Urban Governance Committee, accelerate the overall intelligent governance of the city, achieve a new leap in the city's level, and strive to build a benchmark for urban modernization governance demonstration zones and storage areas, contributing to the exploration of new paths for modernization governance of mega cities.

The meeting studied General Secretary Xi Jinping's important discourse on urban modernization governance, the spirit of the first meeting of the city's urban governance committee, and the spirit of relevant documents; I watched the special film on urban governance work in Kaizhou District and listened to the report on the situation of urban governance work in our district; The heads of relevant departments delivered speeches on the theme of the conference, and the attendees had discussions; Reviewed the working rules and office operation rules of the district urban governance committee.

Pu Binbin pointed out that General Secretary Xi Jinping attaches great importance to urban work and urban governance, and has put forward a series of important statements and made a series of important deployments, which have pointed out the direction for us to move forward and provided fundamental guidance.  

Pu Binbin emphasized the need to firmly grasp the goals and tasks of promoting urban modernization governance in our region, with deepening the reform of the "comprehensive integration" urban comprehensive governance system and mechanism as the driving force, supported by the construction of a two-level digital urban governance center, grasping the characteristics of Kaizhou as a "new city", "medium-sized city", "park city" and "growing city", and grasping important areas such as "8+2+N"; Grasp the important tasks of solving traffic congestion at urban nodes and time periods, promoting integrated management of the Huanhu and Puli areas, ensuring safe urban operation, effectively responding to emergencies, and providing high-quality and convenient services for enterprises and the public; Grasp the important relationship between the integrated governance of mega cities and the construction of digital Chongqing; Seize important milestones such as the first anniversary of General Secretary's inspection of Chongqing in April next year and the entry of Kaizhou into the high-speed rail era in 2027; Grasp the important principles of integrating planning, construction, governance, problem goals and results, reforming the rule of law and intelligent governance, and integrating the market, government and the masses; Highlighting the importance of starting from top to bottom, unifying before separating, establishing before breaking down, and making strategic decisions, we will vigorously promote the reconstruction of the urban governance system and capacity reshaping. We will focus on promoting new breakthroughs in overall intelligent governance capabilities, the operational efficiency of the "comprehensive integration" urban governance system and mechanism, urban style and functional quality, public service quality and efficiency, urban civilization level, and safety resilience level. We will accelerate the advancement of overall intelligent governance in cities and achieve new leaps in urban energy levels, striving to build a benchmark for modern urban governance demonstration zones and storage areas.

Pu Binbin emphasized the need to accelerate the improvement of the practical capabilities of the two-level governance centers, enhance their digital resource infrastructure, perception, monitoring, and early warning capabilities, and apply integrated practical capabilities to make urban governance smarter, more efficient, and more accurate. We must make every effort to promote the reform of the governance system and mechanism of "comprehensive integration", improve the integrated management mechanism of administrative law enforcement, the "multi regulation integration" mechanism of land and space governance, the integrated control mechanism of urban planning and construction, and the integrated governance mechanism of urban and rural areas, and promote the formation of a multi cross collaborative and efficient operating system. To continuously improve the practical effectiveness of the grassroots intelligent governance system, deepen the reduction of grassroots burdens, build a community of grassroots governance in urban and rural communities, construct an overall social security prevention and control system, and continuously enhance the modernization level of grassroots governance. We need to optimize and improve the closed-loop control system for urban risks and hidden dangers, strengthen the "full chain" risk prevention and control, "full disaster type" emergency rescue, and "full scenario" digital empowerment, and continuously enhance the city's ability for safe development. To build a high-quality city that satisfies the people, promote better public service supply, improve the quality of urban functions, enhance the ecological environment of urban and rural areas, and accelerate the construction of a livable, business friendly, and tourist friendly landscape park city. Efforts should be made to strengthen the construction of urban civilization, deeply practice the socialist core values, prevent and resolve ideological risks, strengthen the protection, inheritance, revitalization and utilization of historical and cultural heritage, continue to promote the transformation of customs and traditions, and accelerate the construction of a new era cultural powerhouse.

Pu Binbin emphasized the need to fully strengthen the organizational guarantee for promoting urban modernization governance. We need to strengthen organizational leadership, optimize the system architecture, and effectively integrate the Party's leadership into all aspects of the entire process of urban governance. We need to strengthen the empowerment of reform, improve the quality and efficiency of work, and deepen the reform of urban construction, operation, and governance systems. We need to improve the working mechanism, ensure closed-loop implementation, refine and improve the implementation plan of urban governance, and establish a sound project-based, inventory based, and accountability closed-loop implementation mechanism.
